Our emblem signifies the hopes and aspirations of Namibia as a developing nation, and the critical role engineering plays in the progression of our civilisation.
A statutory mandate since 1987
The ECN operates as the legal regulatory authority for the engineering sector in Namibia, with a mandate that has evolved alongside the country itself.
Establishment
Constituted by the Engineering Profession Act 18 of 1986, which officially came into force on 1 February 1987.
Amendment
The Act was amended to better serve an independent Namibia, reflecting the country's post-independence regulatory needs.
Ongoing Evolution
A revised Engineering Professions Bill is currently being scrutinised to meet modern global engineering requirements, including future mandatory CPD reporting.
Core purpose
To regulate the profession through the registration of qualified persons, and to safeguard the safety, health, and interest of the public.

Functional Committees
Committees are established under the Engineering Profession Act to perform specialised regulatory functions on behalf of the Council.
Registration Committee
Responsible for the end-to-end professional registration process, including evaluating applications for all categories, conducting professional interviews, and reviewing registration requirements to meet evolving industry demands. The committee also oversees the implementation of Continuing Professional Development (CPD) to ensure registered persons maintain their competence.
Finance & Management
Oversees the financial health and administrative operations of the ECN. This committee is responsible for implementing the Council's strategy, enforcing the "No-Cash" payment policy, and managing the collection of application and annual fees to ensure organizational sustainability.
New Engineering Industries
Focuses on aligning the engineering profession with Namibia's national developmental goals, including Vision 2030 and the Harambee Prosperity Plan (HPP). This committee identifies emerging engineering disciplines and ensures that regulatory standards evolve to support new industrial sectors and sustainable infrastructure development.
Academic Affairs
Dedicated to maintaining high educational standards by evaluating and accrediting local and foreign engineering programs. The committee ensures that all recognized qualifications align with the International Engineering Alliance (IEA) graduate attributes and the requirements of the Washington, Sydney, and Dublin Accords.
Legal Committee
Promotes professional integrity by enforcing the Code of Professional Conduct. This committee is tasked with investigating reports of misconduct and recommending appropriate sanctions—ranging from fines to the permanent withdrawal of registration—to safeguard public safety and interest.
Public Relations/Liaising
Manages the ECN's engagement with stakeholders, including the public, government bodies, and international partners such as the World Federation of Engineering Organizations (WFEO). This committee also oversees corporate branding and student outreach to enhance the visibility and reputation of the engineering profession in Namibia.
International Partnerships
The ECN maintains strong global links to ensure Namibian engineering remains competitive and aligned with international best practice.
World Federation of Engineering Organizations
The ECN has been a member of the WFEO since June 2019, participating in regional discussions on standards harmonisation.
International Engineering Alliance
We subscribe to the IEA's graduate attribute guidelines for tertiary engineering qualifications, supporting the Washington, Sydney, and Dublin Accords.
